(for briefings or transfer of command): Recognize potential incident Health and Safety Hazards and develop necessary measures (remove hazard, provide personal protective equipment, warn people of the hazard) to protect responders from those hazards.
Introduction
Public Safety operations for home football games are conducted under the direction of an event Command Post, which operates according to the principles of the NIMS Incident Command System (ICS). The Command Post is located on the top level of the west side of Memorial Stadium. The Command Post is staffed with University of Illinois Police (UIPD) and University of Illinois Emergency Management (EM) command staff, as well as representatives from:
- Champaign Fire Department (CFD) or the Urbana Fire Department (UFD),
- Champaign Police Department (CPD) or the Champaign County Sheriff’s Office (CCSO)
- Illinois State Police
- Carle Arrow Ambulance, who serves as the emergency medical coordinator
- Stadium EMS Coordinator
- National Weather Service (NWS)
- Senior staff members from the Division of Intercollegiate Athletics (DIA), who are responsible for producing the event and managing the facility
- Public Safety Telecommunicator (METCAD)
- UIPD camera operator
- UIPD drone monitor
The Emergency Operations Center (EOC) will also be in operation on game day. The EOC will be operating out of the Advanced Computation Building at 1011 Springfield Ave. In the event of a major emergency or disaster affecting the Command Post at the stadium, command would be relinquished to the EOC. The public safety agencies represented in the EOC include the University of Illinois Police Department (UIPD), University of Illinois Emergency Management, Champaign County Sheriff’s Office (CCSO), and Urbana Police Department (UPD). There will also be a UIPD Telecommunicator operating cameras at the EOC.
During non-emergency event operations, the Public Safety Incident Command role is performed by the senior UIPD commander in the Memorial Stadium Command Post, with supporting sectors for fire and emergency medical services. During emergency operations, the Incident Command role rotates to the senior commander for the agency with primary jurisdiction at the emergency site in the discipline that has the principle operational responsibility. For example, in the event of a large-scale civil disturbance inside, or in close proximity to, the stadium, the UIPD representative would be Incident Command. In the event of a structure fire, the fire service representative would become the Incident Command.
In the event the Memorial Stadium Command Post is unable to operate, or the dynamics of the emergency are beyond the capabilities of this command post, all emergency operations will be transferred to the EOC. Representatives from the fire and EMS services will respond to the EOC to represent their respective fields.
This Incident Action Plan (IAP) includes sections for police operations, emergency medical operations, fire operations, and emergency operations plans.
