Police Operations
1. Attire
Officers will wear appropriate duty uniforms. When working a traffic control position, officers will additionally wear a reflective traffic vest.
2. Arrest Procedures
Arrests should be made only for serious offenses or when all other efforts to resolve the situation have failed. Removal from the Memorial Stadium is the preferred solution to most minor situations. Incidents in which individuals causing problems are identified should be reported on Field Information (FI) cards with the problem behavior noted. The seat location (section, row, seat number) should be noted on the FI card as well as student information if the person is a student at the U of I, or any other college/high school. If alcohol consumption contributed to the problem, that should also be stated. Individuals removed from the Stadium should have their ticket stub attached to the field information card if the have a physical ticket. Officers should contact the Command Post with information that can be added to the METCAD event ticket.
If an arrest is made, a University Police Officer should make the actual arrest, if at all possible.
Officers arresting individuals should notify Command Post that an arrest has been made. When applicable, Command Post will then notify METCAD in order for a shift unit to be dispatched for a prisoner transport to the Champaign County Jail.
Officers may escort the arrestee to the Varsity room and await the arrival of a shift unit there, unless another location would be more beneficial.
The arrestee will be searched by the arresting officer.
The arresting officer will be responsible for preparing a report and properly securing evidence and/or items taken during the search.
An on-duty shift officer will transport prisoners if necessary. Notices to Appear may be issued in the Varsity Room, or another location, and the arrestee will be ejected from the stadium after receiving the Notice to Appear.
For games where increased arrests are anticipated, Champaign County Correctional Officers can staff a processing room and provide transport.
3. Expected Demonstrations
Support of any cause by orderly means which is not in violation of law and which does not disrupt the operation of the University nor interfere with the rights of others is permitted. Conduct that will not be tolerated under any circumstance, including during demonstrations and protests:
- Conduct that threatens the health or safety of any person
- The use of force or violence, actual or threatened, to willfully deny, impede, obstruct, impair, or interfere with the freedom of movement of any person, including entering or leaving property or facilities
- Knowingly occupying or remaining in or at any property or facility owned or controlled by the University after receiving due notice to depart
- Participation in a disruptive or coercive demonstration that substantially interferes with the rights of others
4. Demonstrations on the Field of Play
The Division of Intercollegiate Athletics and the University of Illinois Police Department along with Ryno (Field Security) will respond to interruption of the field of play immediately. If demonstrators have breached the sidewalls of the field and are running, officers (if safe) shall attempt to apprehend within appropriate use of force as defined by departmental policy. If demonstrators gain and establish stationary unauthorized access to the field during active play (I.E. group makes it a yard line and establishes a demonstration), pre-identified personnel from DIA, Ryno (Field Security), and UIPD will respond immediately. If feasible, DIA along with field security will provide two warnings to the offending group. Should the group ignore the warnings to leave the playing surface, the UIPD field commander will then read a prepared dispersal order to the group twice. If the demonstrators ignore the warnings to vacate the prohibited area, UIPD officers under the direction of the field commander and incident command will remove the offending parties. Pre-identified posts will respond to the field to assist. If the demonstrators lock arms and refuse to separate, authorized use of force may be used to gain compliance. Criminal arrests should be made for Criminal Trespass to a Place of Public Amusement and Criminal Trespass to State Supported Property among any other incurred violation(s). The following checklist was developed for DIA and UIPD personnel to utilize:
- Prior to game, identify designated Police Rep, DIA Rep, and Ryno Rep
- Upon demonstration alert Supervision / Police / Command Post Immediately
- Be aware of diversion / secondary security issues
- Communicate with referees/media for game stoppage / players to sidelines
- DIA Representative / Ryno Security approach demonstrators
- Read the following statement:
You have entered and are unlawfully remaining in a prohibited area and subject to removal, arrest, and criminal charges including Criminal Trespass to a Place of Public Amusement and/or Criminal Trespass to State Supported Property. You must leave immediately.
- Ensure that video board, Marching Illini continue to play as normal
- Wait one minute, then read:
This is your final warning, you have entered and are unlawfully remaining in a prohibited area and subject to removal, arrest, and criminal charges including Criminal Trespass to a Place of Public Amusement and/or Criminal Trespass to State Supported Property. You must leave immediately.
- Police Lieutenant or Designee read twice:
My name is (name). I am (title). I am ordering you to leave immediately. You are criminally trespassing in a prohibited area. If you do not leave immediately, you will be removed and arrested for criminal offenses including Criminal Trespass to a Place of Public Amusement and Criminal Trespass to State Supported Property.
5. EOD K9 Duties
Generally, four EOD K9 teams are assigned to home football games. EOD K9 teams will report 6.5 hours prior to the scheduled kickoff time to conduct sweeps of the entire Memorial Stadium venue. K9 sweeps will then be conducted at the Hyatt Hotel (Illinois buses) and the Holiday Inn (visiting team buses). Once the initial EOD K9 sweeps are completed, teams will be assigned to the following locations prior to the game:
- First/Irwin (with EOD Commander)
- Roving (southwest entrance)
- Fourth/Kirby
EOD K9 teams will conduct a sweep of any vehicle entering the secured area of the stadium. EOD K9 teams will also respond to any call of suspicious packages and/or items left unattended in and around the stadium. K9 teams should also ensure that they conduct random walkthroughs of the stadium and entrances.
6. Lost Persons
On occasion a patron will report a lost child/adult to an event staff worker, police officer or other public safety employee working the detail.
Upon being notified that there is a lost child/adult the following information about the missing person should be gathered and relayed to the command post immediately:
- Name
- Age
- Physical characteristics (race, sex, height, weight, hair color, eye color)
- Clothing
- Distinguishing features/characteristics
- Disability or medical condition
- Seat location (if known)
- Cell phone number (if known)
- Last area seen
Once all pertinent information has been gathered, radio dispatches should be sent on all available radio channels providing the description of the lost child/adult. Those radio channels should include police, fire, IEMS/Carle, DIA operations, DIA event staff and DIA parking.
The staff member who is with the reporting party should stay with that person and not let them leave. These people can relocate to the guest services area or the Varsity Room in appropriate. If not reported directly to a police officer, an officer should immediately respond to speak with the reporting person and provide further updates.
Should the missing child/adult not be located in a reasonable amount of time, a UIPD officer will be summoned to take a missing person report.
Fire Operations
1. Command Post
The Stadium Command Post provides the ready assembled unified command of all public safety agencies in our community. A Fire Command Officer from either the Champaign Fire Department or Urbana Fire & Rescue Service will staff the Command Post. The command officer will act as the Incident Commander for fire, rescue, explosion, structural collapse and mass casualty incidents within the area bordered generally by Gregory St, Fourth St., St. Mary’s Road, and Oak St. from 1 hour prior to kick-off until 1 hour after the end of the game. See the attached map for the designated response area. If a larger crowd (near sell-out) is expected, the Fire Command Officer should plan to arrive earlier and leave later.
2. Fire Department Staging
Two engine companies; one from Champaign and one from Urbana, will be assigned to the area designated above and staged on Kirby Avenue just south of Memorial Stadium. The assigned companies will be at this location one hour prior to kick-off and will remain there until approximately one hour after the game, when the pedestrian and vehicular traffic has cleared. The assigned companies will be dedicated to respond to all emergency incidents within the designated boundaries during the above times.
If the Fire Command Officer needs another fire company on the perimeter of the congested area, Engine 152 will stage in the area of the Oak Street and Kirby Avenue intersection. Factors that will determine the need for Engine 152 staging are; vehicle and pedestrian traffic, size of the crowd and the call volume. The request for Engine 152 to respond to the stadium area shall be made through the on-duty captain at Champaign Fire Department Headquarters, 217-403-7207 or 217-403-7200.
3. Other Duties
Assigned fire company personnel arriving one hour prior to game time shall disable the evacuation horns for the stadium. The fire alarm control panel is located in the southwest maintenance office. Assigned fire company personnel will enable the evacuation horns prior to leaving the location one hour after the end of the game.
The assigned fire company personnel will have the use of a golf-cart type vehicle provided by DIA and the use of the MABAS 28 GATOR. DIA will also provide portable fire extinguishers for both the GATOR and the golf cart. The fire companies will provide EMS equipment for their respective vehicles. The golf cart will be available under the Horseshoe area of Memorial Stadium one-hour prior to kick-off time and shall be returned to that location following the game. The CFD fire company will be responsible for transporting the GATOR to the game and then returning the GATOR to Station 6 after the game. Two members of each company will respond to calls on the GATOR and golf cart while the third member of each company stands by with their respective engine.
4. Dispatch of fire units during home football games
For still alarms or fire calls, the staging of fire companies on Kirby Avenue provides for fire resources in the area around the stadium when vehicle and pedestrian traffic is very heavy. For this reason, fire companies assigned to stadium duty will be dispatched only to calls within the above mentioned boundaries (see map for exact boundaries); however, staged units may respond to designated football parking areas outside of the map area, if they would be the closest available unit. The fire officer in the Stadium Command Post will direct fire units responding into the area in coordination with police command officers in the Command Post.
For any incident within the above-mentioned boundaries needing additional fire resources, the fire officer in the Command Post will be the Incident Commander. Incident Command may assign C110 as Operations Chief or any other assignment as needed. METCAD will recommend a channel assignment for the incident and follow protocol for notification of Champaign Chief Officers and all other “working fire” notifications.
5. Law Enforcement Support/Escort for Fire Deployment
If a fire company assigned to stadium duty is dispatched by Stadium Command and the two members of the fire company are out patrolling the parking lots in the golf cart or GATOR, law enforcement personnel in the area of the fire engines will assist the driver in safely moving through the crowd if needed. It shall be the joint responsibility of Stadium Command, fire command, and that of fire company driver to ensure the fire engine is dispatched with a full crew, or law enforcement personnel are present and assisting with any movement of the fire engine through the crowded streets and parking areas.
6. EMS Support for Fire Deployment
EMS command officer will report to the new Incident Command in case of fire, rescue, explosion, structural collapse and mass casualty incidents within the area bordered. EMS members will work per dispatching instructions from Command Post to assist in providing patient care, evacuation procedures, and early triage. Triage tags are located in each first aid room as well as with EMS supervisors. EMS teams may work alongside fire units to aide in set-up and maintenance of staging or treatment areas.
7. Communications
Assigned fire units and the Fire Command officer will operate on the Incident 7 channel.
